I don't think it's overemphasis on qualifying setup - at many races this year the race pace has been good too, and we've seen some strong drives in races. Other than that I'd probably agree with you.

Stoodart had the PS01s repainted in the current paintscheme year after year, so that he and whoever else could drive them round on the 2 seater fundays. He couldn't use the newer cars - because they were still being raced in F1.
